In 1998, San Joaquin Delta Community College, Tracy Public Schools, and the City of Tracy joined together to form a collaborative for the development of a comprehensive learning center that would provide educational opportunities for all ages of the surrounding community. As a result, a program for an integrated learning center was developed with a collaborative of business, education, and research programs with facilities to provide learning opportunities for lifelong learning. The high-tech center is an integration of college, K-12 schools, infant and senior centers, business, research, and community facilities to house programs which will provide educational pathways in the public service, technology, health, and service industries. The master plan defines the vision of the completed center, which will be constructed in phases over a 15- to 25-year period.
